ABSTRACT
“Measure” rapidly emerged as a key factor in the successful autonomization of judicial actors through their digital transformation. Accordingly, the objective of this study is to forge an evaluation framework that integrates reliable quality and performance indicators, with the aim to provide the multiple digital tools developed with a governance framework and a grid for analyzing the success factors of their development and implementation.
The goal is not to provide an inventory of existing evaluation frameworks but a critical analysis of indicators collected in the field and relevant for the evaluation of technologies. Our study focuses more specifically on Artificial Intelligence Systems (AIS) in the field of justice, including in particular an evaluation of the contribution of artificial intelligence (AI) to jurimetry.
Numerous questions and difficulties can arise in the process of adopting and/or developing, using and measuring the impact of digital tools. Evaluation plays a crucial role in shedding light onto related strategies and decisions. It allows establishing priorities, producing a framework and above all measuring the success, results and quality of the process. In the legal field, there is a data deficit and a lack of evaluation methods and frameworks. What we put forward here is such an evaluation framework, applicable in particular to AI tools.
