Speaker's Biography

The Honorable Dory Reiling has served as the Chief Judge of the Amsterdam District Court. A former Senior Judicial Reform Specialist at the World Bank (2004-2007) and head of the IT program for the Dutch judiciary, she has actively contributed to the design and creation of digital procedures for civil courts in the Netherlands. Dory Reiling is the lead reporter for the European Law Institute (ELI) project on the digitalization of civil justice in Europe and the editor-in-chief of the International Journal for Court Administration. She also acts as an advisor to the Dutch start-up Visual Contracts and participates in the Access to Justice project at Universidad Alfonso Ibañez in Santiago, Chile. (Loose translation)

 

Summary

At this conference, Dory Reiling will discuss the necessary conditions for the successful development and implementation of information technology in courts and tribunals—a theme central to her book, *Technology for Justice: How Information Technology Can Support Judicial Reform* (Amsterdam University Press, Leiden, Amsterdam 2009). Following this, she will discuss the Quality and Innovation (KEI) program of 2012, addressing its methodology, the hopes it raised, and the decision not to implement it.
